What exactly is the penalty for betting/acting out of turn?

Do you enforce it?

some ppl think the penalty should be two fingers

I think that's overly harsh. In our weekly games, we just strip the guy naked and throw him out.

i think if tt person bets out of turn, and its a home game it shld be pretty alright.. however, his bet still stands and must not be allowed to take back his chips.. doing so only gives his hands away and is big disadvantage for himself.. just a thought.. =)

You guys are to lenient. We eat the heart of the guy that bets out of turn and then play the next hand blind for his stack.
