My 2 cents.....
1. Fold pre
2. Bet/Fold Turn
3. Check/Fold River

Seems like you are representing the hand that villian has.......

Do use something like a handconvertor so we can make more objective analysis

http://www.handconverter.com/

Poker Stars $0.01/$0.02 No Limit Hold'em - 9 players - View hand 716172
The Official DeucesCracked.com Hand History Converter

CO: $3.11
BTN: $1.83
SB: $2.00
BB: $2.04
Hero (UTG): $0.37
UTG+1: $1.42
UTG+2: $3.02
MP1: $3.15
MP2: $4.94

Pre Flop: ($0.03) Hero is UTG with K  8 :diamond:
Hero raises to $0.04, UTG+1 calls $0.04, 7 folds

Flop: ($0.11) 8 :spade: K :club: Q :diamond: (2 players)
Hero bets $0.02, UTG+1 calls $0.02

Turn: ($0.15) A :spade: (2 players)
Hero checks, UTG+1 bets $0.08, Hero calls $0.08

River: ($0.31) T  (2 players)
Hero bets $0.23 all in, UTG+1 calls $0.23

PF UTG u min raise with K8o
This would invite the BB in with Any Two Cards as he is already has 2 cents in , he needs another 2 cents to win 11 cents , thats like 1 : 5.5 odds , he might be out of position but still the pot odds are inviting.
So what is your purpose of betting minimum ? Is it to invite action as you can play post flop well ? Do they perceive your min raise to be of strength ? Will they fold to a Min raise ? Is Min raise enough to take it down pre flop ? What will you do if someone reraise - flat call and fit and fold the flop ?

On the flop you bet 0.02 into a 0.11 flop
What is the purpose of your bet on the flop ? probe bet( to find out is your 2 pair good , does he have anything)? pot builder ( if u all in now , you probably will not be called by anything less then a set , top 2 pair etc , but if you build the pot slowly , even something like AQ will be willing to call @ the river) ?
What hands do you normally bet with such an amount ? Do you continuation bet this amount too ?

The texture of the flop seems to be good for straight draw / Top Pair Top Kicker type of flop. You should bet out to deter a straight draw and value bet a TPTK or 2nd pair TK , lower pairs

Thinking from his point of view , assuming his a logical fish . You bet 0.02 into a 0.11 pot , i have QJo , 2nd pair ok kicker. i can draw a Q or J to improve , the chances are 5 X 4 % , 20 % chance (1:5), since the pot is offering me 1:5.5 , why not.

On the turn , he can improve with 5 cards and another 4 Ts , 9 to improve his hand so he just call lor , if dun hit , maybe Qj can take it down.

An Ace of spade got into the turn.
If he had an Open ended straight draw , he made it If he had TPTK / 2PTK , he would have made higher two pair.

the stakes is a good place to train , play with a purpose and keep thinking. How can you play this better in every single street ? cos a small mistake pre flop and on the flop , compounds on the turn and river

dont min raise pf
dont min bet flop
turn is a great card to bet/fold
dont open shove river

most imptly if u want to play with a 20bb restrict action to pf.

its pretty apparent that u are severely lacking in fundementals. i would advise u to start off by reading the theory of poker, 4nl is a great place to put the things u will learn from that book into actual practice without risking much. in fact restrictly abiding to the concepts taught in that book will pretty much guarantee profit in FR games up to 10nl maybe 25nl. once u get the hang of things and played enough hands, u can start reading up more on the advanced concepts, which are hardly applicable below 50nl.
