Going all in preflop

Why do many people go all in with pocket Jacks or Queens preflop?
It just doesn't make sense from a standpoint of risk reward ratio.

i think it is because, he want to steal blinds, and if someone call him, it is about 50% chance to win with Ax.

Or he want to gamble. :)

My friend has a nickname allin-man, he all in preflop, nobody call him in tournament unless they have very strong hand, or they have balls to call with Ax. He made it fourth place there. Amazing. more like luck based.
